A million idle or unproductive capitalists, a mil­lion unemployed, half a million soldiers, sailors, policemen, and jailors, the pick and flower of the manhood of the country, hundreds of thousands of flunkeys, clerks, ticket-collectors, inspectors, bill posters, distributors, agents, canvassers, and so on, will be set to useful production, to add to the common wealth and increase the common leisure.
