I think he talked of state capitalism in two different ways. The state capitalism of the capitalist state and the state capitalism of the so-called “proletarian state”, which he seemed to conflate with “socialism”. He also talked of big banks constituting nine-tenths of the socialist apparatus and workers being employees of the state in “socialism”
I think the clearest indication of this conflation of socialism with state capitalism by Lenin was in his 1917 work, The Impending Catastrophe:
“For socialism is merely the next step forward from state-capitalist monopoly. Or, in other words, socialism is merely state-capitalist monopoly which is made to serve the interests of the whole people and has to that extent ceased to be capitalist monopoly”

ParticipantFor Vladimir Lenin, state capitalism was a step toward socialism, and he also considered that it was beneficial for the working class. He also adopted Leon Trotsky’s concept of the Permanent Revolution

ParticipantIt was Lenin and the Bolsheviks who created the division between socialism and communism, and their followers continue spreading the same distortions.
Soviet leaders never claimed that they were living under a communist society.
The newly elected mayor of New York has said that he is a democratic socialist, but he is not a communist; he must be reading comic books, or the collected works of Tom and Jerry
The billionaires of the so-called Chinese Communist Party are competing with the US billionaires, and some rancid Maoists are still claiming that China is a socialist society, and it was not a socialist society during the time of Mao Zedong either.
