Some Puerto Rican officials have tried to sign commercial agreements with China, but the USA has some type of embargo and blockade over the island; they must use American sea and air transportation companies, and they must buy commodities from the USA. During the hurricane, the USA allowed some Latin American countries to provide aid to the island for a few days
