Personal Responsibility

Under our current condition I accept the nature/nuture debate and that people are conditioned by their experiences and surrounding, etc, etc.

However on my life journey I have seen how some people, despite opportunities and conditions, fare much worse for themselves than others in identical situations. People I have worked with for example who lack any kind of responsibility and rely wholly on others to do things for them.

Under a socialist society I would assume that we would need to organise ourselves and to do this need the ability to think and take responsibility for our own actions – but what are the incentives for doing this when even under the present conditions, certain people cannot/will not take such responsibility?
