    So, Detroit has human needs that aren't being met and aspiring capitalists think they can meet them. Well welfare isn't profitable, it's generally a cost (for individual capitalists but perhaps not society), unless governments give capitalists budgets to provide welfare and let them cream off the top.

    My predictions, this will flop, suck up ideologically minded libertarian capitalist funds to prove a point (Koch bros), or concentrate access to existing welfare in fewer (richer/luckier) hands if the existing welfare agencies are really stupid enough to go for this.
