    At the risk of re-opening the old debate, the above is why it is so important.

    . No one can seriouly doubt that the Green house effect exists, the only debate now is how to mitigate and halt it's effects.  The reality is that this cannot be left to markets: we will see an increasing trend towards tyate capitalism as a means of controlling envrionhemntal effects (including attempts to create designed markets).

    The IPCC report comes from an immense collaboration between sacientific practitioners, in the face of immense scrutiny and free public debate.  It represents the best description of climate change that we can manage, and it's up to rational actors to tak it on board and use it.
