And since war, or its temporary abatement, seems to be in the public eye as the Paris participants hem-and-hedge, perhaps it might be worthwhile quoting from the U. S. Office of Naval Intelligence as printed in the Congressional Record (15 April 1947) and contrast it to the current popular explanations by the Administration of the U. S. presence in Viet Nam. "Realistically, all wars have been for economic reasons. To make them politically palatable, ideological issues have always been invoked .. . Any possible future war will undoubtedly conform to historical precedent."
