Minutes of the 5th Meeting of the 106th Executive Committee
of the Socialist Party of Great Britain,
9th May 2009 at 52 Clapham High Street, London SW4

Called to order 1:13pm.

Present: Deutz, Allen (chair), Browne, Miller, Buick, Wigley, Johnson.

Apologies Chesham M, Thomas (ill), Carter (ill)

1)Buick and Browne “That the April EC minutes be approved”. Agreed.

2)Matters arising from Conference.
a) Floor resolution recommending the establishment of an ad hoc committee to look at Party dues collection.
Browne and Buick “That a call be put out for nominations to the ad-hoc committee to look at Party dues collection”. Carried 6-0.
b) Floor resolution endorsing contest of Euro elections. Noted.

3)Matters arising from April EC minutes.
a) Apology from GS for incomplete execution of EC notifications. Noted.
b) Deferred resolution on photocopier 7(e)(i)(A). Deferred to last matter arising.
c) Premises committee reply on kitchen table. Noted.
d) Election department – only 8 places for Euro candidates, not 9. Noted.
e) SWRB on request for T-Shirts from Africa 6(d)
Miller and Buick “That the items be sent gratis”. Carried 6-1.
f) Ballot committee 6(a)(ii).
Miller and Allen “This EC notes with alarm and dismay the Ballot Committee's report that only one member was present for the counting of the 2009 Party Officer/ EC ballot, but accepts its assurance that this situation will not recur”.
Buick and Wigley (Amendment) “Delete “with alarm and dismay”.
Amendment carried 4-2-1. For: Buick, Wigley, Deutz, Johnson. Against: Miller, Allen. Abstain: Browne.
Substantive resolution carried 6-0-1 abstention.
b) Deferred Allen and Thomas motion re photocopier : “That Cde. Stair be asked to proceed  with the purchase of the Toshiba e-Studio at a price of £5514.00 and with a service  contract of 0.4p per copy for both A4 and A3”
Miller and Wigley “That the question be put”. Fell 3-3-1.
Motion carried 6-0-1.

4)Forms A and F.
a) Form A from Central London Branch.
Buick and Johnson “That the form A be accepted”. Carried 7-0.

5)Accounts.
a) Treasurer. None received.
b) Accounts for 2008 for Electoral Commission.
These were sent in good time by recorded delivery.

6)Reports from Party Officers, Departments and Subcommittees.
a) Election department on Euro campaign. It was reported that 14 lists were standing, as well as 5 independents.
b) WSM Forum moderator on WSM Forum, regarding an appeal to the WSM for moderators for the forum.
Browne and Johnson “That the matter be referred to the Internet department and the moderator be informed” Carried 7-0.
c) Premises committee on the state of HO after Conference.
Johnson and Browne “The EC is concerned that the comrades who stayed at HO after Conference failed to clean the kitchen before they vacated the premises. Will the comrades concerned please note they have a shared responsibility when using the premises”. [Agreed].
d) Socialist Standard on the increased May print run. Noted.

3f) ballot committee (continued)
Miller and Browne “That the ADM be held on [cited date]”. Agreed.
Miller and Deutz “That the Ballot committee members be authorised to stay overnight on     5/6/09, and cde Johnson be authorised to stay overnight on the 4-5/6/09”. carried 5-0-2.

6e) Report from Publications department re new publication on parliament.
Miller and Buick “Defer one month”. Carried 7-0.

7)Correspondence.
a) Central London Branch nominating Field for Campaigns Department, and D. Lambert for Premises Committee.
Wigley and Deutz “That Field be appointed” carried 7-0.
Wigley and Deutx “That D Lambert be appointed” Carried 5-2. For: Wigley, Buick, Deutz, Allen, Browne. Against: Johnson, Miller.
b) Miller asked to take the Speakers' Test.
Browne and Wigley “That cdes Deutz, Buick and Wigley examine cde Miller”. Agreed.
c) EARB asked that Stair take the Speakers' Test, and for approval of cde Deutz as a speaker in an upcoming debate with the AF.
Wigley and Browne “That cdes Deutz, Porter and Headicar examine cde Stair”. Carried 7-0.
Miller and Allen “That cde Deutz be appointed to speak on behalf of the Party in debate with the AF”. Carried 6-0-1.
d) South London Branch regarding their upcoming debate with UKIP's Magnus Nielsen at HO on 25th July 2009, on the title 'should capitalism have a future', Gwynn Thomas to speak for the Party.
Deutz and Miller “That the arrangements made by South London Branch be approved”. Carried 7-0.
e) Fred Allen regarding outstanding library books.
Wigley (Library committee) answered that the matter was being taken care of, and a request for missing books would be put out next month. Noted.
f) K. Scholey wrote regarding the poor conduct of some delegates at Conference. Noted.

8)AOB.
a) Internet department re. ageing computers and public access software. New machine to be bought with view to reinstalling XP on old machine. Requested £215 for new machine.
Browne and Buick “That the £215 be reimbursed”. Carried 5-0-1.
b) Deutz. Notice of business: Meadowcroft debate.

Next meeting: 6th June 2009.
Deutz and Wigley “That Carter chair the June meeting”. Agreed.
